How Do I know?

I have a Jap CT cartridge and it was mint and Unopened when I got it. I played through and after I beat it there was no NewGame+. Is the NewGame+ only in the US Version?

...uh, no.

In order to obtain New Game +, you MUST revive Crono, and then defeat the Black Omen at least once, which is the only way to advance the game to the final chapter. Once advanced to the final chapter, defeat Lavos at any point afterwards and you will obtain New Game + upon a reset after viewing the entire ending, straight to The End.
