I messed around with that awhile ago, but I found the version out then to be less than I expected. Can it actually emulate full games now, and without serious bugs?

No$GBA is awesome if you don't mind lack of window resize capability. I'm really interested in finding a DS emulator capable of disabling background layers like ZSNES; anyone know of such a holy grail? It would make sprite capturing a cinch.

Can't know exactly, only tried it with FFIV and FESD. Both emulate better than with NO$GBA, and at a decent speed too (at least for FESD).

I've got a DOS emulator thingy called ScummVM that I've been using to play Sam & Max: Hit the Road

I use ZSNES for a couple SNES ROMs (mostly fan translations/re-translations and a mod)...

There's a mod for that already, but i never looked into it as that's the least meaningful missing feature (behind numerous bugfixes [forgivable since it's still a current system not counting DSi), save states & fast forward)...

V, Revenant Wings works on NO$GBA? Last I heard it didn't. But admittedly, I haven't really kept up with the progress of it. Guess I better head over there and download it then.

You're over-qualified for said emulator -- expect no problems (that is unless you have hardware compatibility problems).

I wanna overclock; I can never get over 68% on Persona 4 during actual gameplay. Sooo my question is, is it really risky/difficult to overclock?

Did you build that yourself? If not I don't think you will be able to overclock. I know pc companies like Dell, HP, Gateway and such won't allow you to overclock in the bios. It seems like your due an upgrade though. You could get a nice AMD Athlon Phenom 2 right now for pretty cheap.
