Every time I think I get the hang of Rom hacking something like this slaps me in the face:

So Every time I make an exit in Flux it brings me to where I want to go, but I cant move and my PCs have all vanished, I've tried this multiple times with different exits i've created and different locations, i've even used exits that were already in the location that lead somewhere else, and they do the same thing when I plug in the new X and Y for the new location. o_O am I supposed to do it in hex? am I making sense? lol.

You do do it in Hex,

Most of the time this happens to me it's because the scroll lock for the location i'm going to does not include where my PC's are loading.  The scroll lock is a location of the map that is shown so say your scroll lock is the upper left block of the map and you are loading your PC's in the lower right part of the map you won't be able to see your PC's on the screen.  As a test just make the scroll lock the entire map (0,0, maxX, maxY).

It could (though less likely) be that you aren't loading your characters in that locations events.

I supposed to do it in hex?

All of the numbers in Flux are in hex (or should be).
