There are two techs with the same name. The first one is used by Fire Dragon's second form. The second one is used by Criosphinx's death animation, the name is probably a copy and paste junk.

Old notes: This is a named boss death animation element. The using character will float, sparkle a bit, and fall down dead. The battle will still continue, and if the player attacks, the character will spring back to life, attack, and then fall dead again.

This was intended to be the Chrono Cross Slot Machine, almost certainly for use by a player character. The Cutting Room Floor: "Blue element. Slot reels appear on the screen, which the player stops with the X button. The reels then fly into the camera and disappear. Nothing happens otherwise. Considering the use of player input and the theme of the attack, it probably belonged to Fargo."
