Yep, and besides that, Square couldn't have known back then that they would make Dalton the guy who leads it. So it's just a coincedence.

Why do you think that they couldn't have known who was responsible?

To me it sounded like something they came up with way later. I think they chose a long haired dude to keep it mysterious. If they had planned it from the beginning, I would think they would execute it a little better, not Dalton saying 1 line that he's going to attack Guardia.
V_Translanka:
Ah, yes, I forgot how easily you seem to just dismiss things like that...
