Like, use hacking to make the game think an outside source of music, or another track that doesn't belong to Chrono Trigger, is the track, and plays it? If this is possible, is it limited to SPCs?

I wouldn't exactly say no.  We thought Breath of Fire couldn't do that but someone got the Breath of Fire 2 Commercial Music int the game.  I'm pretty sure it's possible with CT but no one knows how.  The only thing that the dude said for BOF2 was that "He created his own sound library".

Short answer: no.

Long-winded answer: Unless you have deep knowledge of how the core works, or you know how to make a new one, it won't happen. This isn't the type of thing you can just plug in like you'd expect with an editor.

Rereading the original question, I took 'playing outside' to mean playing outside as in external to the ROM.  The answer to that is "no".  It is possible to bring in music data from certain other sources, though only a few will work.  There is a patch on my site that puts a track from Final Fantasy VI into Chrono Trigger.  Its not exactly an easy task though and requires at least moderate binary ROM hacking experience.

Someone was working on an SPC importer at one point in time. But I'm sure that project has long since been scrapped.

There is a patch that replaces the unused Battle 2 theme with the Frozen Flame theme from Radical Dreamers/Chrono Cross at http://www.romhacking.net/hacks/270/ . However I have no idea how it was done, or if it is possible to do this with other tracks from said, as well.

Don't I get any credit in that section?  I thought I posted up some offsets of those games in here somewhere at somepoint?

And importing SPCs from one game to another is both easy and hard depending on the application and or talent level of the rom hacker.  Those games in that "guide" all use a similar format--with only minor routine and or command changes.  Importing other games--such as Secret of Mana--will require either a conversion from or to a particular game's SPC core--IE either recompose the sequence in the recieving game's SPC core OR write a converter to do it for you.  Lenophis and I were working on importing FF4 and FF5 tunes to FF6...and it was quite tedious figuring out all of the routines and commands of FF5.  Whats funny is FF4, FF5, and FF6 all use distinctively different SPC cores. 

Oh, and I'm the dude who wrote that Frozen Flame patch as well as the SPC Editor/Importer.  I have other importations to CT--mostly from FF6.  RS3 seems to be fairly easy to import to CT--but it takes a bit of tweaking to get the timing right. 

Here's a rar of my FF6/RD to CT importations in SPC form.  Enjoy.

I really need to get together some of my notes and give them to someone who can organize them and put out a real guide.  lol  I'm just too busy to do anything rom hacking these days, life has a tendancy to chew away freetime. 

Oh, and as an early christmas present here's a little something-something I was working on before I quit rom hacking to take a break.  It's unfinished but, you can still hear how it was basically going to sound.  I rather like it.
