I haven't been able to work on it at all these last few months, since I've been too busy. However, I began work on it today. I should have something 'usable' together within a few weeks. People interested in beta testing the new system should post a reply mentioning their interest, and I'll PM them when things are ready.
The plan is to organize the Encyclopedia around sections. Each section contains named entries. Each entry contains one or more pages of textual information which can contain BBCode and can be edited by any Chrono Scholar.
The Encyclopedia will be able to locate entries based on the names of the section and the entry. With a little help from mod_rewrite, this means URL schemes like:
http://www.chronocompendium.com/Encyclopedia/Locations/Porrewill be used.
