It reminds me of a fic where Belthasar turned out to be batshit and greedy about taking Lavos's power. The author seems to speculate that Belthasar's real goal was to harvest the power of the Frozen Flame, and rescuing Schala was just a side job.
However, taking some inspiration from that, Belthasar trying to become like Lavos-the perfect being. Belthasar already played god and pretty much destroyed Wazuki in the process of his grand schemes, so then he may make the leap to wanting to become Lavos in some way, to become god, and the ultimate god of fate and magic.
