That's untrue. XII's character designer was Akihiko Yoshida, who was also the character designer of Vagrant Story and Final Fantasy Tactics. As a matter of fact, nearly all of the developer team (if not the whole) of XII is different from that of IX.
Back to the IX thing, the fact that it is a lot like the old FFs is part of the different "feeling" it gives. Its characters just don't feel like they belong in a fighting game, let alone mixing them with VII, VIII and X characters.
they are all FANTASY games, so... I question your point...
My point is simple: I'm taking characters from a Role-Playing Game (or FANTASY game, if that's how you prefer to put it) and seeing how well they fit in a Fighting game, and not just in the Fighting genre itself, but how well the style of these characters fit among themselves.
I guess a simple way to exemplify my point is this: While I'm thinking Soul Calibur, you guys are thinking Super Smash Bros.

Why? Because the 3D models were lame proportions? They can finally fix that too!
Not just that... The whole feel of the game is different from the other three. IX feels more like... Fairy-tale, while VII, VIII and X feel more like steam/cyber/something-punk.

The thing is, if I'm talking about a fighting game, it's not exactly the set of abilities, but rather weapon, stance and moves that I'm talking about. That would basically include the character default attacks, stance and his/her limit breaks as a starting point, from which a fighting style could be developed. Characters from the older FFs (and many other Squenix games for that matter) would have to be reinvented, as they basically have no stance, their attacking animation (and I only call it "attack animation" because it is triggered when you choose "attack" in the menu) is perfectly generic, and such. IX however... Just feels too different from the other three ones... I don't know, putting it in the mix doesn't feel right.
Now, games such as XII and Vagrant Story are just too customizable. It wouldn't make sense to just choose one class of weapon and its fighting style for the characters, when they are proficient in many.

I don't know... Somehow I don't see most of the characters from Squenix RPGs blending well in a fighting game. I guess that's because of the customization possibilities certain Squenix games provide, where a character doesn't have an established "trademark" weapon, or has an overly generic/overly varied fighting style.
If it was an FF-only fighting game, it'd be a whole other story. As a matter of fact, I think a game with only FF7/8/10 characters would have them blending perfectly. My roster of choice would be: Cloud, Tifa, Cid, Squall, Zell, Quistis, Tidus, Khimari and Rikku. Sephiroth, Zack, Seifer and Auron as unlockable characters. Other characters would make appearances within some of these characters special attacks.
