Title. Could you please ELI5 why the steam game is off limits for gameplay mods?

AFAIK there's no restriction against it here, but there hasn't been much research done toward it.  A lot of the data is similar to the SNES version, and identical to the DS version, so it should be possible to expand on it.

Would Temporal Flux, together with plugins, even work there?

Temporal Flux and its plugins only support the SNES version, but I'm looking into options to port between the SNES and PSX/DS/PC versions.

Overworld maps are identical in format, and I've imported a modified SNES map into the DS version successfully. Enemy AI is very similiar, while location events have a few more changes.

Character png appear also quite similar, I have a magus mod installed.

Music and Sfx are, obviously, not similar and handled differently, In an easier way id argue.
