After Terra Tower is completed and the Dragon God defeated, the tower transforms. Why?

Inherent Will
The Dragonians evolved very closely with the planet. Perhaps the tower was some kind of functioning organism, or at least had some kind of life within it. The removal of the Dragon God and ill will of the past events perhaps inspired it to transform upon its returning to the sea.
